The centre structure [76.1S, 11.2W] is in Harlanc. Ranger Supplies and Haradrim Looters can be found inside (note the Haradrim Looters do not drop sashes for Harlanc: Haradrim Sashes). Most of the Ranger Supplies are in the deepest room.

Bestowal Dialogue You notice some of the supplies being carried about are not from Harad as they carry the mark of the Rangers of Ithilien. You should find those who loot the Rangers' cache from within the ruins and return the supplies to Thurindol in Bâr Húrin. Background Ranger supplies stored within the ruins of Harlanc should be confiscated and returned to Thurindol in Bâr Húrin. Objective 1 Enter the centre structure at Harlanc Harlanc is located south of Bâr Húrin. You should enter the central building in the ruins at Harlanc. Haradrim looters sift through the rubble looking for any treasures in these forgotten vaults Objective 2 Retrieve Ranger supplies (0/10) Defeat Haradrim looters (0/4) Harlanc is located south of Bâr Húrin. You should retrieve Ranger supplies from within the ruins at Harlanc. Retrieved Ranger supplies (10/10) Defeated a Haradrim looter (4/4) Objective 3 Return the supplies to Thurindol Thurindol can be found in the keep at Bâr Húrin. You should return the Ranger supplies you recovered to Thurindol. Thurindol: You hand the Ranger supplies to Thurindol. 'These are indeed ours.
